Clubs Represented: Vice President Scott Sperling called the roll. Visitors: None in Attendance. The Club Delegate representation included: Four Wheelers to Freedom (2), Monroe County (2), Southeastern IL (2), Southern Indiana 4-Wheelers (2), North Central (2), Boonie Riders (2), Fat Boys Jeepers (2), Ruff Riders (2), Iron Horse (0), JP Frog (1), Midwest Trail Runners (2), Kokomo Four Wheelers (1), Odd Squad 4-Wheelers (2),Tri-State Jeepers (0), Hardcore Off Roaders (0), Michiana Jeepers (0), Individual Membership (0). The total Delegate Representation was 22 which constituted a meeting.

President's Report: Danny Firestone requested that members willing to accept the newsletter by electronic copy, instead of regular mail, please notify Missy Rowda at 812-523-4484 or rowda@voyager.net. This is being done to help on postage. If you could help out with this, please do ASAP.

Vice President's Report: Scott Sperling encouraged all clubs to send him any articles about themselves that get published to help earn Club of the Year Points. Please get your articles to Scott before Dec. 31st!!!! If anyone has any information on timing lights, please contact Scott at cssjeep@aol.com.

Secretary's Report: Rob Bubala reported on the IFWDA e-mail list. Currently there are 72 members. Delegates were requested to update information as soon as possible.

Treasurer's Report: Rob Robbins reported that for 2002, IFWDA spent more money than what came in. Fundraisers becoming more and more important. Rob requested that clubs contact the IFWDA Treasurer if their members are not receiving the IFWDA or United newsletters. He reminded clubs that when they send in dues money for new members that UFWDA has a new dues structure: $10 for 12 months, $7.50 for 9 months, $5 for 6 months, and $2.50 for 3 months.
Membership Report: Outbound Membership Director Angie Yaddow did not attend the meeting per her agreement with outbound IFWDA President Dan Firestone.

Publicity Report: Max Soliday wants pictures and videos to put presentation together for IFWDA. If you have any, please see him. The tent at the Indy Jamboree worked well, thanks to everyone who worked it and braved tornado like conditions. Max has many IFWDA items for sale (stickers, shirts, etc). Contact Max at max.jeep@insightbb.com for more details. Max is currently working on some possible new sponsors for IFWDA, will have more info available hopefully at the Convention Meeting in February 2003. He will be designing a new business sponsor package too. If anyone has any potential sponsors, please get a contact name and phone number to Max ASAP and Max can contact them.

Dir. Environmental Affairs: Brian Rowda announced that Redbird will officially be opening June 7, 2003. DIRT and IFWDA will have a co-op agreement with the DNR to run Redbird. The contract is currently at the Attorney General for review. Then it will go the ABATE and UFWDA legal teams for review. IFWDA/DIRT would hire staff to work at the park. The hours are going to be April 1 – Dec 1, Friday – Monday 9am-5pm. If more hours are needed, they will be added. A BOD for this project will also be appointed and that work will start in January 2003. Park rules will be developed working with state rules as well. Rules on the trails will have to be monitored by everyone. That means that if you find someone doing something wrong, you can take their license plate info to a DNR rep and they will process it. There will be a 200’ rock garden, 3 parking lots, and an area for kids 16 and under to ride so parents can supervise easier. Manufacturers are being asked to help out with the project, and as companies jump on board, that info will be shared. Clubs will be asked to donate time and resources for projects dealing with Redbird, and Brian will be sending out that info, as projects are needed. Currently Monroe County is working on some gates, Odd Squad is helping to fix a hay cart. A cleanup date is in the works for the spring, and the date will be announced soon. Guard Rails are going to be added to help prevent people from driving in the property and dumping items.

The GPS that IFWDA bought will help in this project immensely. – A new Indiana ORV sticker plan is being developed to help defray costs of upkeep to the properties. All members of IFWDA will be asked soon to write their representatives to help support a new plan of $30 for a 3 year ORV sticker. Brian will provide the info soon so please help in this!!!!! RTP funding will also be used for Redbird.

Jason Settles will be working with the DNR on a bar code system for these ORV stickers so getting into the park will be easier. Also more land is coming up for sale across the state for possible ORV use so hopefully the new ORV bill (if passed) could help with acquiring more land.

Interlake project – The Lynnville area – please Tread Lightly on the area, DNR is paying close attention as well as the Green Groups. If anyone knows of any state certified surveyors that could do work at a heavily reduced rate or for free to survey this area, please let Rich Reisz know at rmreisz@psci.net.

Raffle Chairman: Scott Sperling discussed the 2003 IFWDA Raffle – All clubs should have received their raffle tickets for the set of 35” Pro Comp tires. Those tires can either be a 16” or 15” set! If you need any more tickets, please see Scott. Please remember that your stubs, and money collected are due by the Feb. 2003 convention. To contact, please email Scott at cssjeep@aol.com with any Raffle questions. A portion of the proceeds from this raffle will be going to the Riley’s Children’s Hospital.

There may be an outing with ABATE in 2003, more info will be available at a later date (possible fundraiser).

Special Events Report: Allen Popp reported that Wilstem 2002 broke even with 200 adults and 40 children in attendance. The date for Wilstem 2003 is set for August 15-17.

The IFWDA Convention will be held at French Lick Resort & Spa, in French Lick, IN, on February 7-9, 2003. The Boonie Riders 4WD Club is hosting the event. Trail Rides will be on 3,000 acres behind the Resort. Information and Registration Forms are available on the 4WTF WebSite at www.4wtf.org at this time. Trails will be available for stock vehicles up to heavily modified.

A suggestion was made that IFWDA have an out of state run in the future. If any clubs have any out of state runs please advertise the info on the IFWDA eGroups or let Missy know at rowda@voyager.net and she will place the event in the newsletter.

Allen continues to work hard to develop events but requests feedback from members on what they would like to have.

United Delegate Report: Brian Rowda and Jerry Ellis presented insight into the structure of United as observed at the Annual Convention in London, Ontario, Canada this past August.

If anyone wants copies of the 2002 UFWDA annual meeting, please contact Jerry at jellis@rr1.net. UFWDA Delegates asked the BOD that better communication procedures be developed.

The United Safety Awareness Program is being stream lined. United is going to have an administrator for the program and a web site. People interested in the training will be directed to the nearest association and the association will either inform them they are part of the program or not. This program could be a real big benefit to the Association and all its member clubs. Everybody who attended the seminar at Monroe County and have not taught the required classes needs to attend a class again. A possible training area could be an area at Redbird. IFWDA is looking for a volunteer to help coordinate IFWDA’s program, if interested please contact Brian at rowda@voyager.net.

United is going to start trading its membership list to 4-wheel drive related business. The only info would be name, and address. The reason is that Jeep has a 3-year standing request and we may lose over $20,000 in sponsorship if we don't give them the list. They want to mail Jeep literature to our members. Also, this is why Summit left us, we lost $5000. More money will either come United's way or will be lost. The delegates decided to give the list out, with guidelines given to the vendor to give us there's and not sell the list.

United will start soliciting its members for donations. Same way the NRA and the Blue Ribbon Coalition does The NRA spends 2 million a month in mailers asking for money and gets back 10 million per month in donations. When the delegates were polled, allot of the associations give money to other off-road causes, such as the Blue Ribbon Coalition, but not to United. When asked why, we never ask. We will also get mailing lists from other vendors to do this with.

Due to lack of interest in people running for offices, United is looking into more paid offices to run the association. More info on this as it becomes available. If you would like to try for a United position, please talk with either Brian or Jerry.

IFWDA won the 2003 Jack Edwards Award! – 2002 Environmental Four Wheeler of the Year goes to Allen Lane – Way to go Allen!

The 2003 UFWDA Convention will be held in Phoenix, AZ, and the 2004 Convention in eastern Pennsylvania near Paragon Off Road Park.

Newsletter Editor Report: Missy Rowda has asked Delegates that articles be submitted before the deadline of November 17, 2002, for the next issue. All clubs are encouraged to send articles on their clubs, event summaries, pictures, etc Future articles may be sent to Missy electronically at rowda@voyager.net or to contact her for questions. All submitted items go toward Club of the Year points for that club. Every club should submit 4 items per club, per year as stated in Article 7 of the COYT criteria. It was decided that the post-meeting 2-week deadline would stay in effect. Missy is also working with other BOD members to develop a business advertising program.

Missy Rowda is working on an update version of the IFWDA brochure. If any of your club’s mailing address, main contacts, etc change, please let Missy know ASAP so that she can have all the right info in the newsletter and future brochures.
If any clubs have any future events they want to advertise in the IFWDA newsletter, please send all details to Missy at rowda@voyager.net – Ad rates for the IFWDA newsletter will be in the next issue.

Web Site Report: There was no web site report. Danny Firestone promised to contact Jeff Bade regarding the IFWDA WebSite. Additions suggested included an Events Calendar, For Sale & Wanted Listings, and improved posting for Event Flyers.

Old Business: None Discussed.

New Business: Proposed dates for 2003 IFWDA Meetings are February 9 (at the Convention), May 11 in Fishers, IN, August 10 (TBA), and November 9 in Fishers, IN.

Nominations were requested prior to elections. Those nominated included:

Fat Boys Jeepers donated $100 from their off road lights raffle – MANY THANKS!

4WTF Toys for Tots – Badlands – Dec 7, 2003. If you bring a new toy valued $5 - $10 – get $5 off admission; $15 and up is a free entry for the driver. Same goes for the passengers in your vehicle. Badlands will be having pork sandwiches for all participants and Red Bull will be out there too. If you have any questions on this event, contact Missy Rowda at rowda@voyager.net.

Fat Boys Jeepers/4WTF/IFWDA – “Ground Hog Trail Ride” – Haspin Acres Feb 1, 2003. A donation box for IFWDA will be at the run.

The IFWDA Meeting, held at the 4 Wheel Parts Store, on the eastside of Indianapolis, IN, was called to order on Sunday, July21, 2002. Vice President Scott Sperling called the roll. Visitors: None in Attendance. - Richmond Dirt Drags Review – Only 13 people showed to help out, need more help on events like this. Had 62 racers participate in the event. If anyone has info on timing lights, please contact Scott at cssjeep@aol.com

SECRETARY'S REPORT: Robert Bubala
- IFWDA email list –Currently there are 60 members. Please send all addresses to Robert Bubala at jeep_cj8@hotmail.com so that invites can be sent out to join the list.
- List was cleaned off in early June. Announcement was made to the group in case people were accidentally deleted.
- DELEGATES – please get all your contact information to me ASAP. When you change delegates, please send me the info so that I can update the records.

TREASURER'S REPORT: Rob Robbins
- If any clubs have members that are not getting the IFWDA newsletter or the UFWDA Voice, please contact Rob and he will assist in getting the names added to the distribution mailing.
- When clubs send in their dues money for new members, please remember that UFWDA has a new dues structure. $12 for 12 months, 7.50 for 9 months, 5 for 6 months, and 2.50 for 3 months.
- Less was made at the Richmond Race this year due to the Wayne County Fair Board changing their price structure.

MEMBERSHIP REPORT: Angie Yaddow
- Not Present
- Please send all roster changes to Angie. Rosters are to contain name, address, city, state, zip, phone, and county of residence, email address. Also, as each club gets new members throughout the year, do not forget to notify Angie of those additions, and pay their dues at the same time.

PUBLICITY REPORT: Max Soliday
- Not Present
- Max wants pictures and videos to put presentation together for IFWDA. If you have any, please see him.
- Club posters – All posters were due back to Max by the July 21st meeting! If you did not turn it in then, either bring it to the Indy Jamboree (IFWDA tent) to display or contact Max beforehand to arrange a way to get it to him.
- All member clubs of IFWDA are asked to work the tent at some point during the Indy Jamboree weekend, which is Sept. 20-22. To reserve a spot to work, contact Max at max.jeep@insightbb.com
- Max has IFWDA stickers available in many different colors, if you would like one, look for him at the Indy Jamboree, at the upcoming November meeting, or contact him at max.jeep@insightbb.com

DIR. ENVIRONMENTAL AFFAIRS REPORT: Brian Rowda
- Lynnville Land Information – DNR has opened a 3500 acre area for OHV use in Lynnville, IN. The place is a late 1930s strip mine. OHV users are encouraged to use this area! East border of area is a county road (sulpher road). Please stay on the trails! To get there, take I64 to 61N through Lynnville. Then take Pike Co. Rd 1200 S. Go East and you will see an area called “5 points”. All non-street legal vehicles out on the property will need Indiana OHV stickers on them. DNR has been writing a lot of tickets for people that drink out there, or don’t have OHV stickers. DNR also has authority to confiscate your vehicle. Boonie Riders and Tri State Jeepers are working with a multi-user group to help use the property correctly. In other areas of the state, such as abandoned mine areas, illegal wheeling needs to stop!
- Redbird update – DNR owns 200 out of the 1000 possible acres. This is the reason why the pace of getting it opened has slowed. The DNR is still committed to getting the area open in the spring of 2003. On National Trails Day at Redbird, over 200 people showed up to help, great job! We need to keep up attendance on those days so that the DNR will see the enthusiasm we have and they will realize the interest there is for using the property.
- Brian is going to be sending out info for ALL IFWDA members to help participate in getting the OHV sticker issue changed in Indiana again, like when we tried this year. Keep an eye out for the info, and once you see it, please act on it and pass the info along for others to act too! This money will help develop funds for OHV use in Indiana.
- A motion was made, seconded, and passed for the Association to purchase a Garmin 5 GPS unit and software. This will be used to help map out Redbird, Lynnville, and other areas. If your club wants help mapping out an area, please contact Brian and he will try and get to your place to help map it. Brian will be responsible for the unit. The mapping software will allow IFWDA to share info with DIRT as well.
- Tellico is having some problems with environmental issues. If you see requests being made to send responses in on that area, please participate. The Southern FWDA is working hard to keep the area open, but needs help.
- Daniel Boone – One area that allows for entrance onto the trails may shut down. New family members own the land. More info will be shared as it becomes available.
- Kentucky – A new OHV area in KY is set to open in the near future, more info to be shared as it becomes available.

RAFFLE CHAIRPERSON REPORT: Scott Sperling
- Scott introduced the host of the meeting, Gareth Rodgers. He is the manager of the new Indianapolis Four Wheel Parts Wholesalers store. Gareth gave some info on Tellico and also shared about his experiences on how great the trails area and people should help to keep it open. If any clubs would like 4WPW to attend any of the major club functions, please contact Gareth as far in advance as possible to see if arrangements can be made. If anyone has questions on parts availability, etc, please do not hesitate to call the store directly. - Working on a 2003 raffle scenario. More info to become available around the time of the Indy Jamboree.
- Association members need to realize that fundraisers are becoming more and more important! It costs almost $2,400 a year for newsletters for the Association, so once the fundraising tickets are passed out, please try and sell as many as you can.
- All clubs are ENCOURAGED to donate a prize or prizes to the Wilstem raffle. Please contact Scott at cssjeep@aol.com with the items you plan to provide or if you have any questions.
- Brian Rowda brought up the idea of having a fundraiser ride day or something of that nature. Motorcycle clubs do it to help raise funds, and it may work for us too. If anyone has any ideas on such an event, please contact Scott.

SPECIAL EVENTS REPORT: Allen Popp
- Spring Fling Review
- Wilstem 2002 scheduled for August 9th-11th. – Early registration ended July 19th. Cost now includes a late fee. There are still spots available to attend. Contact Allen to reserve a spot. 83 people were registered as of 7-21-02. Some indoor rooms are also available, but you need to contact Allen ASAP to try and reserve one. Sunday at Wilstem may be a “Girl Trail Day” where women only can drive. If you have any interest in that, please contact Allen to let him know.
- All sponsors of IFWDA are encouraged to attend Spring Fling and Wilstem.
- French Lick Hotel information – 2003 IFWDA Convention - More info upcoming when available
- If any members have any ideas on how they would like to see an event go, or maybe have suggestions on events or items for future events, please contact Allen at nitro@psci.net . He is eager to help please the membership so that we will have more members attend such events such Spring Fling and Wilstem.

UNITED DELEGATE REPORT: Brian Rowda - Jerry Ellis
- The Association voted to not offer to host the 2004 UFWDA convention. We may elect to host one later on than that, but that depends on the clubs wanting to help since the event would take a lot of support from the membership.

NEWSLETTER EDITOR REPORT: - Missy Rowda
- Missy is the new newsletter editor
- All newsletter submissions for the upcoming newsletter are due to Missy no later than August 2nd. All clubs are encouraged to send articles on their clubs, event summaries, pictures, etc. Items can be sent to Missy at rowda@voyager.net and if you have any questions, you can email her. The more items you submit, the more bonus points you get for Club of Year. Every club should submit 4 items per club, per year as stated in Article 7 of the COYT criteria.
- If your club did not verify its contact information at the July 21st meeting, please send the name of your contact, their email address, phone, club’s mailbox, website address, etc to Missy at rowda@voyager.net. She is going to have up to date club info in the next newsletter.

WEB SITE REPORT: Jeff Bade
- Not Present
- Jason Settles and Don Arnett have offered to work on portions of the website to help keep it current. More info on this will be made available at the November meeting. If your club’s info is missing on the web page or is wrong in any way, please contact Rob Bubala at jeep_cj8@hotmail.com and he will relay it to the proper Webmaster.
- The IFWDA website has been moved off of off-road.com

- Nominations were accepted at this meeting. The nominations that were accepted and placed are: President – Danny Firestone; Secretary – Jayson Soliday; Treasurer – Mark Wesson, possibly Rob Robbins; Membership Director – NONE; Environmental Affairs Director – Brian Rowda; United Four Wheel Drive Delegate – Max Soliday. If you have an idea on a nomination please contact Rob Bubala ASAP at jeep_cj8@hotmail.com and he will contact your nominee to see if they accept. Nominations will also be accepted at the November meeting and voting will take place for those positions at the November meeting as well, and those nominations that win the vote start their term 1/1/03. All delegates are ENCOURAGED to attend the November meeting to vote on who they feel should be in those positions!
- Special thanks to Four Wheel Parts Wholesalers for providing the meeting area for us! We also would like to thank Gareth Rodgers for the pizza and beverages he provided for the attendees. Gareth and 4WPW were also generous enough to give out door prizes. Those lucky enough to win were Teresa Pfleeger, Phil Rose, Melissa Reisz, Brian Rowda, and Rob Robbins.

The IFWDA Meeting, held in Fishers, IN, was called to order on Sunday, January 20, 2002. Vice President Scott Sperling called the roll and ask for visitors. Visitors in attendance included members of Hard Core Off Roaders, Michiana Jeepers, and Kokomo Four Wheelers. The Club Delegate representation included: Four Wheelers to Freedom (2), Monroe County (0), Southeastern IL (2), Southern Indiana 4-Wheelers (1), North Central (2), Boonie Riders (1), Fat Boys Jeepers (2), Ruff Riders (1), Iron Horse (1), JP Frog (2), Midwest Trail Runners (0), SUBY (0), Tri-State Jeepers (0), Individual Membership (1). The total Delegate Representation was 16 which constituted a meeting.

President's Report: Danny Firestone
- The BOD has decided on a central meeting place for future IFWDA meetings (except March), and that will be at Carson Fletcher Motorsports in Brownsburg, IN. We appreciate Jim letting us use his facility.
- All clubs are asked to hand in their rosters and pay dues ASAP. All rosters should include the following for every member: name, address, city, state, zip, phone number, county, email address.
- May offer the newsletter to those members who wish to receive it electronically instead of my regular mail. More info on that in the future.

Vice President's Report: Scott Sperling
- Currently finalizing club of the year points. If you have anything to submit for points, please get it to Scott ASAP.
- There will be 1 new entry in the club of the year points system. If a club is responsible for bringing another club into IFWDA, that club will get 10 points added to their total.
- If anyone has any suggestions for new criteria to be considered for club of year points, please submit it to Scott.

Secretary's Report: Robert Bubala

- A current list of delegates and their info was distributed to all delegates at this meeting. Please review each of our club’s information, and if there are any errors, please contact Rob Bubala ASAP at jeep_cj8@hotmail.com

Publicity Report: Max Soliday
- Max wants pictures and videos to put presentation together for IFWDA. If you have any, please see him.
- Max will be bringing all of the club posters that are placed at events for people to check out member clubs to the convention. All clubs are asked to review their posters, and update with new pics, contact information, etc.
- New clubs are invited to make boards and to give to Max at the convention for future posting. The size should be 24”x36”. If you have questions on what should be on there, please contact Max at max.jeep@home.com
- Max will be acquiring more IFWDA stickers, sweatshirts, denim shirts, etc. He will have the materials at the convention. If anyone is looking for a particular item, please contact Max before the convention so that he can possibly bring the items for you.

Director of Environmental Affairs Report: Brian Rowda
Not present but issued the following report:
- Redbird, still going strong, if you have questions, send them to me.
- Due to recent Meth Lab busts on the property more law enforcement presence will be in an around the property, with a bigger interest in deterring riding. They are still very happy with the decrease in “organized clubs” riding the property.
- National Trails Day June 1st. Current plans are to be on the property doing work. Saturday night, have a cook out/ camp out with DIRT. More news to follow.
- The United Land Use Conference will be April 12-14th in Phoenix, AZ. I plan to attend.
- The Indiana Motorcycle Show is Feb 23rd at the State Fair Grounds. If 1 or 2 people are interested in attending a “Motorized Roundtable” discussion please let me know. You will also get into the show free. The discussion will be about issues motorized recreationist face. Boaters, snowmobilers, four wheelers, street bike and off road bikers are being invited. Issues such as: pending emissions, lack of land for off-road use, legal issues, etc, and etc. This would be a great day of networking for us. If you are interested, please let me know.
- The DNR is asking for ideas or policies that each user group has on trail etiquette. If your club has any written policies on trail conduct please send it to me. Over the last year, the DNR has been receiving numerous complaints on this issue from user groups and they plan to publish trail etiquette for each user group as an educational tool.
- Robert Bubala of Iron Horse and Richard Reiz of Boonie Riders have volunteered to assist in Land Use, Thank you

- INDIANA OFF-ROAD VEHICLE USERS HAVE BILL IN INDIANA LEGISLATURE - A bill that could provide opportunities for off-road vehicle trails was introduced in the Indiana Senate on Jan. 14. Senate Bill 0432, sponsored by Sen. John Waterman, R-Shelburn, would allow the state to raise the current off-road vehicle registration fee of $6 for a three-year permit to $15 for two years. The additional revenue would be dedicated to the Indiana Department of Natural Resources to use to acquire land for vehicle trails and opportunities the use of off-road vehicles on public or private land. Senate Bill 0432 also requires the bureau of motor vehicles (BMV) to provide complete registration services for off-road vehicles at license branches. Currently, Indiana residents can register their off-road vehicles by obtaining a form from Indiana conservation officers, most Indiana BMVs, the DNR website and Indiana motorcycle and ATV dealers. The bill also provides the use of decals instead of the current system of placing large registration numbers on vehicles. The current permit allows off-road vehicles to be operated on county roads in 30 of Indiana’s 96 counties.
Aside from a few revisions in 1995, the current bill has not changed for about 30 years. The original bill was to provide funds for a state-owned off-road vehicle facility. Although Indiana has never had such a facility, an off-highway vehicle area in Southwestern Indiana is targeted to open in 2003. “The bill is the future of OHV use in Indiana” said Brian Rowda, winner of the United Four Wheel Drive Association Environmental 4-Wheeler of the Year award. “DIRT and the Indiana Four Wheel Drive Association (IFWDA) teamed up to review the current OHV regulations here in Indiana. Raffle Chairperson Report: Scott Sperling
- 2001 IFWDA raffle – BFG tires. Tickets for this raffle have already been sent to all club delegates. Please help in the selling of these tickets. Contact Scott for more tickets. The winner of this raffle will get their tires by working with Scott. ALL TICKET STUBS AND $$$ MUST BE TURNED INTO SCOTT BEFORE OR AT THE CONVENTION. It is the responsibility of the delegates to get in contact with Scott before the convention if they do not plan on attending and are not able to turn in their ticket stubs and $$$.
- There will also be a 33x10.5x15 BFG MT tire being raffled off at the convention.
- Wilstem will be sponsored by Warn and HI-Lift jack. A Warn winch will be raffled off at Wilstem.
- An Auto Meter shift light/tach will be raffled off at the Richmond race this year on July 12th.

Special Events Report: Allen Popp
- The 2002 Attica Spring Fling event has been scheduled for May 4th – 6th.
North Central has agreed to be the host club for this event. Registration form will be out soon. There will be 3 levels of organized trail rides. Pricing will be on the registration form.
- Wilstem 2002 scheduled for August 9th-11th. This year there will be a policy of no glass bottles on the property.
- A summer informal run to the Badlands and/or Haspin Acres is being considered. If anyone has any particular dates in mind, please send those dates to Allen Popp at nitro@psci.net
- 2003 IFWDA Convention will be in French Lick Indiana with wheeling possibilities being worked on. More info about this event upcoming.
- The Richmond Flat Drags will be taking place on July 12th. All members are encouraged to come out and work, and also to run in the event, and enjoy the fair. For any questions on this event, please contact Scott Sperling at cssjeep@aol.com
- A request was made to possibly have winch and jack demonstration sessions at a future event. Scott Sperling said he would look into that.

United Delegate Report: Brian Rowda - Jerry Ellis
- Convention Dates are August 8th, 9th, & 10th. Trail rides are the week before and after. There is a rock crawling competition on the weekend of Aug 3rd. Competitors and spectators welcome. Shopping and other non-wheeling activities are also being scheduled. If you have an issue you would like for Jerry or myself to bring up at the convention, please send it to us in writing.
- Rock Crawling. United is looking into taking a more active role in this sport. Currently the delegates are being surveyed on what we want to do. I have sent in an e-mail supporting it and recommended Chuck Pflegger of 4WTF to be on the committee to review the rules and get United involved. He is currently active in this sport.
- IFWDA is considering placing their name in to host the 2004 UFWDA National Convention. More info to come.

Newsletter Editor Report: Stacey Muncie
Not present but issued the following report:
- Thanks to all who contributed to the last newsletter. I actually had a bit too much for the allotted space on this one and had to omit one item and trim some other ones down a bit. Keep the articles coming.
- The newsletter was delayed this time due to a combination of things including lack of updated club contact info; the holidays and a longer lead time than normal from the printer. Because of this, and the fact that we will be having five meetings this year, there will be no newsletter after this meeting.
- The next newsletter will be published after the convention. Articles will be due the Sunday after the convention--March 10. The minutes for the January meeting will be available through the IFWDA email lists rather than the newsletter.

Web Site Report: Jeff Bade
- Jeff apologizes for not getting updates on the web fast enough.
- A new look for 2002 is upcoming for the web page. Plans include a message board, and possible host space for clubs to put their own web pages on there. For more info on this, please contact Jeff.
- Minutes of the January 20th meeting will be posted on the web site.
- If anyone has any ideas for what should be on the web site, please let Jeff know ASAP.

Old Business:
- 2002 IFWDA Convention hosted by the Ruffriders – March 1 – 3. All people that want to attend are encouraged to get their registration forms in ASAP. The deadline for entries is February 15, 2002. There is no charge for kids to attend. Baby-sitting services will be available during the event. If you plan on bringing a third person or more to the convention, the costs for the third person and above is $15 each. There is a possibility of a parking area for trailers near the proving grounds. Keep an eye out on the IFWDA list for any developments on that. If you plan on bringing a guest, that guest will not be allowed to drive on the Hummer Proving Grounds; only IFWDA members are allowed to drive on the course. The Hummer event is taking place on Sat only. Even if you do not want to take your own vehicle out there, you can attend and maybe get a ride in a Hummer. The convention is also going to have model and photo contests and will have different age groups to compete in. There will also be a road rally on Sat for anyone that would like to participate in it. It will not be off road at all, so you can participate in a car if you wish. If anyone has any door prizes or goodie bag material, please get it to a member of the Ruffrides ASAP. Clubs are encouraged to get the approximate number of people they think they have that want to participate at the Hummer grounds to the Ruffriders ASAP. That number can be submitted to Angie at yaddowa@aol.com
- Bi-law and SOP changes.- All club delegates were given copies of the current SOP and bi-laws if anyone has any recommendations on additions, corrections, etc, please submit them by February 14, 2002. Each delegate will receive copies of both the bi-laws and SOPs 2 weeks prior to the convention that will be voted on and finalized at the convention.

New Business:
- Meeting locations for 2002 quarterly meetings – upcoming dates are March 3, April 21, July 21, and November 3. We have standardized on one place for the future meetings for the rest of 2002 (except for the March meeting which is in Elkhart). The meetings For April 21, July 21, and November 3rd will be meeting at Carson Fletcher Motorsports- 1500 East Main Street, Brownsburg, Indiana 46112 (317)-852-5000.
- We welcomed in 3 new clubs at the meeting; Michiana Jeepers, Hard Core Off Roaders and Kokomo Four Wheelers, welcome to family!!!!! Michiana Jeepers is based out of the Michigan City area with 20 members. Hard Core Off Roaders is based in LaPorte and has 16 members. Kokomo Four Wheelers has 25 members and is based in Kokomo. Please welcome them when you see them at a meeting or event.
- April 20th, 4WTF Annual Road Rally more news to follow, check the web site. www.4wtf.org
- December 7th , 4WTF- The Badlands Offroad Park, and an unnamed charity are hosting the First Annual Charity Toy Drive. Discounts at the gate will be given with the donation of a new toy. More news to follow, check the web site for details.
- ESPN2 will be having the Indy Rock Crawling highlights at 5:30pm EST on January 25th.

IFWDA Meeting Notes
November 18, 2001

This article comes from some notes and observations made at the quarterly meeting. A more detailed version will most likely appear in some future IFWDA Newsletter or perhaps on their website.

The IFWDA Quarterly Meeting was called to order at Jim Carson’s Carson-Fletcher Motorsports facility in Brownsburg, IN, on Sunday, November 18, 2001. Copies of a Meeting Agenda were circulated to the Delegates with additional copies, if available, to attending members.

Vice President Scott Sperling called the roll and ask for visitors. Visitors in attendance included Adam Pickel and Jim Love. The Club Delegate representation included: Four Wheelers to Freedom (2), Monroe County (1), Southeastern IL (1), Southern Indiana 4-Wheelers (0), North Central (1), Boonie Riders (2), Fat Boys Jeepers (2), Ruff Riders (1), Iron Horse (0), JP Frog (2), Midwest Trail Runners (0), SUBY (1), and Tri-State Jeepers (2). The total Delegate Representation was 15 of 26 which constituted a meeting.

President's Report: Danny Firestone commented that members should try to recruit any new clubs into the Association.

Vice President's Report: Scott Sperling mentioned that he was working on the 2001 Club of the Year Award points. Scott noted that the cut-off date for points was December 31, 2001.

Secretary's Report: Rob Bubala again noted that the original IFWDA eList had been deleted. Rob said that he added access for members who he had email addresses for. He stated that there are currently 74 members on the eList. This is less than half those on the original list. Members interested in being added to the IFWDA eList should send their email address to Rob at jeep_cj8@hotmail.com so that invitations can be sent out to join the list. In the agenda notes, Rob established that Club Delegates should get email addresses to him ASAP.

Treasurer's Report: Rob Robbins distributed the current balance sheet for IFWDA. In the agenda notes, Rob requested that if any members were not receiving the newsletter to please contact him.

Membership Report: Angie Yaddow was unable to attend the meeting. Danny Firestone recognized that the Boonie Riders and Fat Boys were growing in size. For the latter club, the pun was definitely intended and enjoyed by all.

Publicity Report: Max Soliday reiterated the need for clubs to update their picture display boards. He has developed a contact in visual arts, near Dayton, OH, who is willing to put together event videos.

Dir. Environmental Affairs: Brian Rowda requested that everyone write letters to legislators to support the ORV Sticker Revisions on the table. He encouraged everyone to send the message to channel the money for land acquisitions for trails and other off-road related use. Brian also noted that many other areas were not as successful with the National Public Land Day Event as Indiana was at Redbird. There were over 80 people in attendance with vehicles and equipment too. New admiration and appreciation was generated for the efforts of DNR Manager Nila Armstrong and the Indiana off-road community.

Brian commented that funding was halted to capitol projects due to lack of Indiana State funding. This affects Redbird but other alternatives are being explored. Brian explained that ABATE was able to secure a $185,000 grant for off-road development. All grants must be requested in a $10,000 minimum. He suggested that interested clubs might pursue this opportunity to fund development for exiting off-road use.

Raffle Chairman: Scott Sperling mentioned that IFWDA Raffle Tickets were distributed to member clubs. The Raffle Prize is a set of BF Goodyear tires. It was recognized that ticket sales are a primary source of income for the association. If the BOD can not generate income from such items, then they will have to raise the membership dues.

Special Events Report: Alane Judkins said the 2002 Attica Spring Fling event was tentatively scheduled for May 4-6, 2002. The BOD opened the floor to any clubs wishing to coordinate the event. Rob Robbins, on behalf of the North Central Club, volunteered their help for the event.
The Wilstem Trail Ride 2002 is scheduled for August 9-11. This is the same date as the United Four Wheel Drive International Convention.

United Delegate Report: Max Soliday and Jerry Ellis informed everyone about the 2001 UFWDA convention held in New Mexico. They were able to obtain notes made by a Delegate from another area of the country. This report was distributed to the Delegates only. Max observed that the plan of UFWDA Counsel Carla Boucher was difficult to follow but countered the environmentalist’s 100 year plan. The 2002 UFWDA Convention will be in London, Ontario, Canada, from the 8-10 of August. The IFWDA membership was encouraged to attend the United convention.

Newsletter Editor Report: Stacey Muncie was unable to attend the meeting.

Web Site Report: Jeff Bade was unable to attend the meeting.

Old Business: None was discussed. Some comments were made about IFWDA stickers. The BOD didn’t present any ideas about having them produced however.

New Business: Dan Firestone advised that Scott Sperling’s “memorandum of understanding” will be placed in the SOP. When questioned about updating the 12 year old By-Laws, Danny did not appear to have any resolution plan.
The IFWDA Convention will be hosted by the Ruffriders on March 1-3, 2002, in Elkhart, Indiana. A run at the Hummer Proving Grounds are part of the off-road opportunities secured by the host club. Dates and details on the event will be available at a later date.

Officer Nominations were taken. Officers by Acclimation include: Scott Sperling as Vice President, Allan Popp as Events Coordinator, and Rob Robbins as Treasurer. By vote, Brian Rowda is the United Delegate and Max Soliday is the Alternate Delegate.

The Fat Boys’ Trivia contest, for various t-shirts, was a high point of the meeting. The contest included such questions as, “Name the number 2 breakfast meal at McDonalds”.

The next meeting is scheduled for Sunday, January 20, with the site to be announced. Regular member meetings generally start at 12 noon.

No motion was heard to adjourn the meeting but everybody did anyway.


IFWDA Meeting Notes
August 26, 2001

Here are my ‘unofficial’ minutes of the last IFWDA meeting on Sunday, August 26, 2001.

Clubs Represented: Only 10 Club Delegates were present, short of a quorum. Total in attendance was 17. No guests were present.

Vice President's Report: Scott Sperling discussed the memorandum of understanding regarding product loyalty, contact responsibility and IFWDA sponsored events that fall under the raffle chairman’s responsibility. It was suggested this be part of the SOPs. He is also wrapping up the year to tally Club of the Year points.

Secretary's Report: Rob Bubala reported on the IFWDA e-mail list, and requested delegates to get current e-mail lists for invitations to join the e-group send out to those who haven’t yet received one.

Treasurer's Report: Rob Robbins report that gross receipts from Wilstem were about $12,000. Apparently IFWDA lost $ on lodging as it is committed to more than just the lodge and annex.

Membership Report: IFWDA President Dan Firestone reported for Angie Yaddow that there have been some communication issues getting up to date data for the mailing list as new members are joining.

Publicity Report / United Delegate Report: Max Soliday asked that everyone take a look at the color brochure to get updated. He and United Delegate Jerry Ellis were getting ready for the annual UFWDA convention in Farmington, NM. IFWDA would like to contribute $500 to the UFWDA legal defense fund, however, this could not be voted on at this meeting. Discussion took place on IFWDA hosting an UFWDA BOD meeting in Indianapolis before it hosts a convention. Max also discussed the Special Events Fall Jamboree in Indianapolis. All clubs should get event flyers, club information, videos, an updated photo frame, etc. to him. A sign-up sheet was passed around for workers. An additional 500 newsletters will be printed for handouts.

Dir. Environmental Affairs: Brian Rowda was not present but his report was read by Rob Bubula. National Public Lands Day is Sept. 29, 2001, at Redbird. Brian is looking for someone to assist him with this position. Any person representing their club in an environmental capacity would be the most likely candidate.

Raffle Chairman: Scott Sperling discussed the 2001 IFWDA raffle – a set of BFG tires. Tickets are not yet printed but will be sent to all the clubs once received. Drawing will be at the 2002 Convention. He brought one tire of the new BFG mud-terrain for all to checkout.

Special Events Report: Alane Judkins reported on Wilstem 2001. There were about 250 people and 110 vehicles. The date for Wilstem 2002 is set for August 9-11. The ranch has requested no glass bottles. A call for a host club(s) to put on Spring Fling for 2002 was made. The date is tentatively set for May 4-6. Alane also mentioned a possible IFWDA day at the Badlands at a discounted admission for 10/13 or 10/20. Scott Sperling discussed the Wayne County Flat Drags that were held in July. The date for 2002 has not been set by the fair board, but should be 2nd weekend.

Newsletter Editor Report: Stacey Muncie has asked that articles be submitted by Friday, September 7th, for publication before the Jamboree.

Web Site Report: There was no web site report.

New Business: By-Laws and SOP revisions were discussed. No one has submitted any changes. Iron Horse will be assisting with the October Ramsey National Off-Road Challenge Series at the Badlands. They are asking for help from all IFWDA members. Ruff Riders is hosting the 2002 Convention; location still to be determined, but it will most likely be in the Elkhart/Mishawaka/South Bend area in late Jan/early Feb. IFWDA is going to do the t-shirts for the French Lick Jeep Jamboree. Tony West would like to know how many are interested in buying IFWDA tire covers for about $30 each.
Nominations for November elections are: Scott Sperling, VP; Rob Robbins, Treasurer; Brian Rowda, United delegate; Allan Popp, Special Events Coordinator.

Set locations for meetings was discussed, with it loosely being agreed upon that one should be south, one north, one central, and the winter meeting with the convention.

The Next Meeting is at Carson Fletcher Motorsports on Sunday, November 18, 2001. The BOD meeting scheduled at 10:00 with the regular meeting at Noon.

This article comes from some notes and observations made at the quarterly meeting. A more detailed version will most likely appear in the forthcoming IFWDA Newsletter. IFWDA President Dan Firestone said that the next edition of the Newsletter should be in the mail by early July.

The IFWDA Quarterly Meeting was called to order at Jim Carson’s Toy Barn in Belleville, IN, on Sunday, June 3, 2001. Vice President Scott Sperling called the roll and ask for visitors. No visitors were in attendance. The Club Delegate representation included: Four Wheelers to Freedom (2), Monroe County (0), Southeastern IL (1), Southern Indiana 4-Wheelers (0), North Central (2), Boonie Riders (2), Fat Boys Jeepers (2), Ruff Riders (0), Iron Horse (0), JP Frog (0), Midwest Trail Runners (0), SUBY (0), and Tri-State Jeepers (2). The total Delegate Representation was 11 of 26 which constituted a meeting.

President's Report: President Danny Firestone reserved his opening comments for later in the meeting.

Vice President's Report: Scott Sperling mentioned the criteria for the 2001 Club of the Year Award. It was noted that all delegates should have received , and distributed, the criteria to their clubs. It was requested that the CotY Rules be posted to the IFWDA web site for easy, and clear, access.

Secretary's Report: Rob Bubala requested that all clubs update their IFWDA Delegate List and provide him with that information. He also requested that attending Delegates inspect the IFWDA flyer and note any necessary changes.

Treasurer's Report: Rob Robbins distributed the current balance sheet for IFWDA as well as new stickers to attending clubs. There was a brief discussion of Association finances and how they might be better managed. Rob plans to investigate interest producing options for the accounts.

Membership Report: Angie Yaddow was unable to attend the meeting. Rob Robbins noted that the current roster shows about 340 members in the Association.

Publicity Report: Max Soliday reiterated the need to update the IFWDA flyers for future distribution. He noted that the Indianapolis 4x4 Jamboree (September 21-23) booth is secured for the Association this year. Max and Tony West will try to coordinate the IFWDA Booth near the new Rock Crawl feature for this year’s event. Assistance is needed from the membership to work the booth. Interested individuals should contact Max Soliday. Marketing concepts were attempted for various logo items but no resolution was forth coming.

Dir. Environmental Affairs: Brian Rowda talked about the success of the Redbird cleanup and mapping endeavors. DNR members are very impressed by the involvement of the 4x4 community. Brian commented that, while at a Land Use Conference in Baltimore, he learned that other states are monitoring the Redbird project to establish a president. He also noted that United Four Wheel Drive Association, along with Carla Boucher, UFWDA counsel, grow tired of being on the defensive. They are spearheading efforts against anti-land use supporters. Additional discussion included positions clubs might take in support functions.

Raffle Chairman: Scott Sperling mentioned that he is working with Tony West to obtain a set of BF Goodyear tires for the upcoming IFWDA Raffle. Scott is also attempting to gather prizes for the Wilstem Trail Ride. Member clubs were again requested to donate prizes to the Wilstem event. A discussion developed regarding “sponsor loyalties” that Tony West had addressed with the Spring Fling Committee. While there was support of Tony’s suggestion, it seems that the Association does not have an actual policy or SOP regarding the issue. No clear resolution was achieved. Brian Rowda suggested soliciting member feedback on the type of 4x4 products used to determine what sponsors the Association might contact.

Special Events Report: Alane Judkins said she received good response about the Spring Fling event. The BOD seemed to consider the possibility of doing the event again next year. The Wayne County Races are scheduled for Friday, July 13. Individuals interested in helping should contact Max Soliday. There will be a registration form in the next IFWDA Newsletter for the Wilstem Trail Ride. That event is scheduled for August 10-12. It was noted that the Ruffriders might be interested in hosting the IFWDA Convention in February, 2002. Again, no comments were made by the BOD regarding IFWDA support for club involvement when hosting an event.

United Delegate Report: Max Soliday and Jerry Ellis informed everyone that the IFWDA President had resigned for personal reasons. The current Vice President will assume the role of President. Information for the UFWDA convention to be held in New Mexico can be found in the current UFWDA Voice. New member lists should be submitted to the IFWDA Membership Director so that members can be assured in receiving the United Voice.

Newsletter Editor Report: Stacey Muncie was unable to attend the meeting. Dan Firestone suggested any items for the IFWDA Newsletter be submitted within 2 weeks after the meeting, or by about June 15. The Newsletter should be in the mail by July. Again, it was stressed that member addresses should be updated.

Web Site Report: Jeff Bade was unable to attend the meeting. Dan Firestone said that efforts would be made to keep the web site current. How that would be addressed was not made clear at this time.

Old Business: None was discussed.

New Business: There was some discussion about the Association’s Tax Exempt Status. No clear definition was available. IFWDA apparently does not retain a CPA used in an advisory position at this time. Dan Firestone informed the attending members that the IFWDA eMail Group Lists would be cleaned up and available only to members. Specifics of this process were not disclosed. Officer Nominations will be held at the next meeting. Available offices include: Vice President, Events Coordinator, Alternate Delegate, and Treasurer. Rob Bubala will draft revisions to the 11 year old IFWDA By-Laws and SOP. These revisions will be available at the next meeting for approval by the Delegates.

The next meeting is scheduled for Sunday, August 26, with the site to be announced. A meeting was also scheduled for November 18 at Carson/Fletcher Motorsports. Regular member meetings generally start at 12 noon.
A motion was made to adjourn the meeting. The motion was accepted.
